I would have to say that it really is a confidence boost but if you find out that it was a lie it hurts even more and lowers your self esteem below what it originally was. Also when you are in a relationship your partner saying these things tends to not have the same effect because you two know how much you love each other. I still find it to be very good for my self esteem but I remamber when my gf would say things when we first started dating, that is when they had the largest effect on me.
It can also be a really big boost to hear it from a stranger or someone unexpected.

It might make me feel well, UNLESS I realize she's just lying to me. In that case, I hate the woman. And, women underestimate men's ability to tell when they are being lied to.
