 She's 13, and probably shy to look at you with your shirt off because she's nervous and inexperienced sexually. It probably brings up all kinds of feelings seeing a guy naked, or shirtless, so she looks away. Which is totally normal for a 13 year old. She' still a kid! Not all people start their sex life at 13. Not all people want to or are ready too. Don't think bad of her for it and don't try to push her to do things she's not ready to do. If you love her, give her time. It could take her till she's 16 or 18 till she's ready to have sex. Which is a more appropriate age. If you don't and just want to have sex with a girl, find someone older or more slutty(joke).

She's too young to be developed fully, and she's obviously not ready in her mind, so have patience and let her get a couple years older before you start sprinting around the bases. Listen to her instincts, because they're right. Don't pressure her.

 If you want to do more sexually, date someone about two to three years older than you, and you might have a better chance of achieving that. Your girlfriend is TOO young. You say that you have "only" kissed, but that is a big deal for most 13 year old girls. Move on if all you want is to get somewhere sexually.

You don't get to be a kid and revel in that innocence for long, so don't wish it away. You will be an adult for many more years than you are a kid, you will have plenty of time to explore the sexual world, please don't push yourself or your girl for anything. And your girlfriends reaction is completely natural, she is after all a young girl, she isn't a woman yet. Both of you need time, hold hands and talk with each other, save anything too physical for when you get older. Sorry to sound like I'm preaching, but it is very easy to be short sighted and I want you and your girl to nake the best decisions for you.

Trust me you don't want to be that guy, I'm not saying that you are but it will seem like this. Take your time and just enjoy being young without all the sexual things. Sex is for most of your life while enjoying the freedom of being young is a one time thing, so choose wisely.
