im wondering the same thing. because me and this guy have just stopped talking about three weeks ago and we have been seeing each other for over a year. his bday is in two weeks, and i did see him the other day. after he sent me a very rude message three weeks ago saying not to speak to him again in my life (his exact words). he saw me and felt a need to talk to me. i thought that was gunna lead to him hitting me up again but guess not, because i havent heard from him since. but, i really miss him. i dont think its best we get back together, because i know things werent great, and they arent gunna get better. but im still debating wether im gunna say happy bday to him or not. one part of me, secretly hopes it leads to us talking again. but like i said, it probably isnt goin to work. so i guess ill just see what happens between now and then. who knows, in two weeks ill probably be at his house celebrating with him (but i hope not) i think you should jus be friendly and wish her happy bday. it wont hurt

A simple happy birthday is a harmless, inoffensive greeting and should be fine but you should question your motives before sending it.
Your motive may well be because you miss him and are hoping that this will re-establish contact and rekindle things. So don't get all your hopes up on this one messgae
