He doesn't really mention his other friends as much. He mostly says little things in passing whe mentioning her, but on several occasions he'll mention how she's very attractive but how he is not into her. Is this a red flag? Could he be saying this intentionally to make you jealous? It seems like a bonehead thing to say this just once, but to say it several times seems oddly intentional.

Yup, red flag. He likes her. Whether or not he'd make a move, I can't say. Most guys will crush on female friends at some point during the friendship, if not the whole friendship. Reading here, I've found that many women do this too.
I do find it odd that he'd bring her up to you though. Usually when guys have a crush on a girl other than their GF, they don't really talk to their GF about her, unless she is friends with said GF. Example: I have a long standing crush on a close friend. She is roommates with my ex-gf. I had the crush during our relationship too. I never acted on it (still haven't) but I would rarely talk about her unless my GF brought her up. It's just easier to avoid a topic like that since it can cause problems.
