 Remember she will be your sister for the rest of your life. Your interest in her has to do with that fact that she's close by, and isn't as threatening as kissing a girl at school that.
Learning how to reach out to the opposite sex is tough, it takes time, be patient and you'll figure out how to get a real girlfriend.
In the mean time, try to think about your sister and find yourself a real girlfriend to be interested in. Playing with your sister can leave make things awkward for a lifetime.

It is also illegal to have a relationship with your sister. If this is your step-sister though i still wouldn't go there. I mean what happens if which parent of yours and which parent of hers that are having a relationship split up? Especially if you move far away from each other? Also what happens if you two split up but your parents are still together? You will still have to see each other no matter what. Move on. Find someone who's not in the family. And this is all before i go into age gap difference. If you weren't even related it would still be illegal to be sexually involved with each other due to the fact that she's not a minor and you are. You need someone your own age.

Asking your sister to kiss you could really freak her out, as anything further is known as incest. You are only aged 13-15 there is so much time left for you to kiss lots of girls. You may feel attracted to your sister because you have a close bond and you admire her, but this can go no further. Just see her as a big sister who is there to support you! you have plenty of time to kiss lots of people so just wait and see how things go! but please forget this kissing your sister thing---it cant go any further!
