You get blackheads and pimples because your pores are small and get clogged easily. You don't need to go to a dermatologist if this isn't serious, however.
You need to get rid of your current blackheads, and prevent new ones from appearing.
Press the blackheads out. Otherwise, they will get bigger and bigger. By the time they become blackheads, the pimple is very solid and goes out of your skin easily, without having to pinch yourself. This is to remove the problem.
Now, to prevent it, clean the area with blackheads every day, very thoroughly, with water and soap. That's all you need, really. Clean it more than once if it helps.

Basically, all you really need to do is exfoliate lots. Get a rough sponge or sisal mitt, and maybe some like anti-spot facial stuff, and just make sure you clean there really thoroughly.
Blackheads form when you get dead skin cells trapped in oily pores, so reduce the amount of dead skin cells there by exfoliating plenty, and using some anti-spot facial wash there to reduce the amount of oil.
If the problem really persists, then go and see a dermatologist. Bear in mind you're in the middle of adolescence so your hormones are going to give you problems with your skin as your body changes.

I am not sure what your financial situation is, but you should go see a dermatologist.
Or ask your doctor or dermatologist to prescribe you Differin Gel - there is a generic if you don't have insurance which will be cheaper.
I have been using Differin Gel for about 10 years now & love it! I still get some black heads on my nose, so I squeeze them out, but the Differin Gel seems to really help and take care of most of them.
You can also buy one of those little tools about the size of tweezers that have a little hole at the end of it for you to press on top of a pimple or black head which is safer to use on your skin than your fingers & it just pops the "plug" right out of your skin.
As for the black heads on your chest, use the tool to get rid of them & maybe wipe down with alcohol on a cotton pad once a week - on your chest, not face.... only do it once a month on your face.
Good luck - if you have any extra cash - go to the dermatologist. (you can get a referral from someone or Google one) :) Good luck - I know those things suck!
