 Aside from implants, gaining weight,or waiting period,not much. Your breast don't fully develop until 18,nor are you old enough for implants,don't waste your time on creams. Go into Victoria's Secret ask about Demi Pushups and Very Sexy bras, hardly ever any men in the one I go to and the staff is very helpful. You can find an amazing looking bra that will make any shirt you wear look awesome. Oh,and my experience has been (if this helps)guys like boobs from A-F,and other random people I assure don't fret of the size of your boobs. You were probably having a poopy day and bra shopping will be alot better next time.Especially If you wait about 2 weeks after your period cause you will be full of estrogen and will feel alot sexier. Don't worry about growth, you're still young. Girls when I went to school that may feel the same way, when they were done growing at adulthood they were perfect.
