It's about as safe as Russian Roulette. Are you familiar with that? If you are you know that it is almost totally random, so is the fertility of a young woman.
Unless she is on birth control and have been for a few months there really isn't a safe time to have sex without a condom.
Using BOTH (condom/pill/patch/IUD) is an even better way to avoid NOT only pregnancies but STD's. STD's will follow you for the rest of your life.

reader, anonymous, writes (10 November 2010): The best time would be when she is taking a contraceptive pill or had a contraceptive injection. Any other time and you could be called Daddy sooner than you would like.
Please remember that condoms don't only stop pregnancy but also sexually transmitted diseases. So make sure if she does go on the pill and you both agree to not use a condom that there is no sleeping with anyone else unprotected-you don;t want any horrible diseases!

There is no "best time" because if you're not using contraception there's always a risk. If you're not willing to take responsibilty for making sure you have safe sex by using a form of contraception then you really shouldn't be having sex at all.

If your girlfriend is your age, she's still maturing and her cycle is still erratic and unpredictable. Having sex without a condom means that ejaculate containing sperm is introduced into her vagina. Sperm can live in that environment for a long time, many days, and they swim in waves into the uterus, so that they can meet up with an egg. If she's a teenager, her eggs are likely being released at irregular intervals and thus could be there, just waiting for your sperm to make you a Daddy!
Many, many people who practice withdrawal become parents when they didn't intend to be.
Short answer to your question: there is no best time to have sex without a condom. Don't have sex without a condom if you aren't fully prepared to become a Father.

A few minutes of skin-to-mucous membrane contact doesn't seem like enough of a benefit to warrant 18+ years of parenthood. Not to mention that YOU'RE not the one who has to be pregnant. You're putting your girlfriend's life and health at risk for a few minutes of your own selfishness. Doesn't seem like a wise plan to me.

If you have sex without any contraception then there is ALWAYS a chance she could get pregnant, even when she is on her period. There is always a chance that your sperm can swim into the womb or even up into the fallopian tubes and find an egg waiting there and fertilise it.
So ALWAYS have sex using a condom or birth control (or better, both!) if you dont want to become a father.
And dont forget STD's - if you have sex without a condom you are at risk of STD's and you are also putting your girlfriend at risk too.
So the golden rule for having sex is ALWAYS use protection to prevent pregnancy and disease. Use a condom to prevent disease and as a barrier against pregnancy, and use birth control to really make sure she cannot get pregnant. Being covered both ways means the chances of getting pregnant or a disease are minimal.
But please remember this - there is no good time to have sex without a condom - if you do try it she WILL get pregnant sooner or later.
