Actually, pregnancy can occur before a girl gets her first period, she can ovulate a few weeks before her period actually starts. My sister started hers when she was 9--so obviously it varies from person to person.

From the age a girl becomes sexually active and has a sexually active partner as well. This can happen as early as the age of 12 or 13 as a lot of third-world countries do have children giving birth at this age. I really do not recommend having children until you are both financially secure and mature enough to have children however.
