The things I read specifically stated that the only time p-based lubes were recommended WERE for male masterbation. I wouldn't know this from experience of course... :).

Yes, petroleum based products break down latex. Therefore it can cause weaknesses in condoms. It can also break some of the components used in vibrators and other toys. You can google it for more information.
There are some good alternatives to petroleum bases lubes. I personally find KY Jelly a little sticky as it dries but its easy to attain and is water soluable. AstroGlide is a good lube.

DenimandLace if right. I myself have been circumsized for many years and sex does not hurt. Not even a little. When stimulated, a female's organs produce natural lubrication. If you feel that's not enough, then add some, but don't use any type of petroleum based products. In any case, don't rush yourself, use protection, and experiment.

It is common in the USA to circumcise baby boys. They all have sex just fine. Some men are partially circumcised, meaning not all the foreskin is removed. In those cases it is possible to do handjobs even without lube. In the case where there is no foreskin at all (no skin will move up and down to cover the head even partially) you should use lube.
Sex will not hurt, not with or without condoms.
But, you really need to practice giving yourself a handjob before you let your girlfriend do it. If she's never done a handjob before she will need you to guide her. And if you don't know how to do it on yourself then it won't be as pleasurable, and she might actually hurt you. However, if she's done several handjobs before, she would know how it works.
The clue to handjobs is to never pull at the skin, but softly move it up and down over the rim of the penis head. If the skin won't cover the head (as in a complete circumcision) then there simply wont be any skin to move up and down. You discover this very quickly. Instead you will use your hand to simulate the same feeling, and in that case it would feel better if you used lube on your hand and penis first, to make the touch soft and smooth.
You can do any sexual activity just like men with foreskin can.
