My second time only the tip but it really hurt and i got scared to put it all the way( i never had put it all the way). Ok so im going to do it my third time i wanna do it all the way in.  You may think it sounds patronizing when people say you're too young for sex, but this is part of what then mean. It doesnt sound like your body is developed enough for sex if its hurting you this much, with only the tip. Give yourself some time and the problem should go away by itself - don't force your body into something its not prepared for, as this could cause long-lasting medical issues.
