The problem is he has a girlfriend - they have been together for two years. I explained to him that whilst he is in a relationship nothing can happen between us however, on two occasions we have passionately kissed. I know that this is wrong and it won't happen again - I have made this very clear to him. My question is why would he tell me his feelings for me and kiss me in this way when he is in a relationship?

Because he's lookng to cheat on her and take advantage of your feelings for his benefit.

Because he's looking to cheat, or take advantage of your feelings, or maybe because he does like you. Either way, don't let that stuff happen again.
Ultimately though, he showed you his true colors. If he'll cheat on his GF with you like he has, he would cheat on you the same way.
