In the heat of a passionate moment men don't want to withdraw the just want to live the moment and enjoy the orgasm. Maybe in other words some guys are just selfish? Haha!
If you ask because this relates to you and your partner I think trust and respect is an issue. You need to be able to trust that your partner will not be selfish and will respect you and the decision to not have children yet.
If this is your method of birth control with your partner I STRONGLY suggest you find a more effective one for example use condoms or tne contraceptive pill. Especially if you cannot trust your partner to pull out.

Any man who cums inside a woman should know and understand they are at increased risk of her getting pregnant. Any woman who allows a man to have sex with her unprotected should know and understand she is putting herself at an increased to be impregnated.
But to answer your question, some men lose focus on things like this at the moment of orgasm. They may not WANT or intend to get her pregnant, but when he starts to cum that becomes his main focus - cumming. So while some men can keep focus and pull out in time, other men lose focus and cum while still buried inside her.
Which is why it is important for BOTH parties to know that she COULD get pregnant when having unprotected sex. Bottom line.

Because at the point of orgasm, it's very hard for a man to think about such a thing. There are men who will 'pull out' but for many men, the sensation is lost or spoilt by doing this. There is also a risk of pregnancy when a man enters a woman before orgasm as pre-cum will still be present, so you could say that a man having unprotected sex knows the risks before he has even begun.
I am sure many people will disagree with me but a lot of men do not accept the responsibility of pregnancy and assume a woman will protect herself...and to be honest they have a point.
It is a womans responsibilty to protect herself from unwanted pregnancy to a higher degree as she would be the one to bear the child. Men however should also protect themselves (as we have seen from occasional posts on this site alone) some women may try to trap a man through getting pregnant. There is also the issue of sexually transmitted dieseases.
The way I see it, the only people who should be having unprotected sex are those who are mutually trying to have a baby.

well honey, men dont panic so much as women about these sorts of the things, well the majority of them anyway! as its not them that carries the baby and makes the choices.
if you dont want to get pregnant then use a contrceptive! you should still use condoms as the risk of sexually transmitted infections are very high in young people!

You really should be asking why do the men not wear a condom. Ejaculating is no more a willful act then sneezing.Its like trying not to sneeze in a room full of pepper. The other question you could ask is why does the woman let a man that doesnt want children cum inside her?
