 I think she is a bit jealous of you - bullies usually target individual's who stand out from the crowd for some reason. Bullies are also people with low self esteem who express themselves through physically and verbally abusing others. It makes them feel better about themselves. This girl is not your friend - friend's don't make you feel bad or hit you. She probably feels bad about her own appearance or some aspect of her own ability and feels jealous of you. Whatever the reason, I think you should just avoid this girl as she can only affect you if you give her an audience for her bad behaviour.

 Either she's just mean and looking for a victim, or she has a messed up way of showing an interest. Usually bullies are looking for a reaction, so if you just act like you don't care, then she'll stop. If she happens to like you and carries on, tell her to back the hell off and make it clear you don't like her.If she's doing it because she's interest then knowing you don't like her will make her upset and she'll change her tune.
If she still carries on, then just talk to someone and stand up for yourself. Or just come right out and ask why she does it.

She's either not that nice a girl at all, or she completely fancies you and wants your attention. I think it's more likely that she fancies you to be honest, and really wants you to notice her. That's not a guarantee though.
