 Hey Buddy,
Your foreskin won't retract because the end of it is a sphincter, it needs to be stretched to be able to come back all the way. underneath the foreskin there is another piece of skin called the frenulum that will also play a part in this it will keep your foreskin pulled toward your tip. It will also need stretched. While its soft start to pull it back and do this as much as you can. if it starts to hurt bad stop. once you begin to get used to it you can do what i did and put some ambesol on it to numb it some from the pain and keep working at it. Don't make any of the skin rip or bleed. You don't want to damage any of the skin. When you finally get used to doing that soft, then work on it when its hard. You will notice that the smooth foreskin that you did have will now look a little more rough as it had to stretch, it might look like little stretch marks all around the tip of the foreskin (completely normal). You need to be able to pull it back to clean it, if you can't you will be prone to get infections. I had the same problem and noone to talk to about it, so i kept doing what i told you to do. Now I can pull it all the way back and even about a half inch beyond the head when its hard. I don't have any problems now. It is much more sensitive under the foreskin so you will be able to enjoy sex so much more. If that doesn't work then you better go to the doctor, they could either circumcise you, which i feel is a bad thing, or they can do a procedure called a frenoloplasty which cuts the frenulum to allow the foreskin to pull back. You need to see your GP about this, they can advise you on how to loosen it. The reason you couldnt cum is that without the hood down you cannot feel enough from the girl to get their. even without your problem it is easier to finish through masturbation then sex as you know exactly what works.
