Possibly drunk. I wouldn't call. Obviously they have your number and could call themselves. This sounds like a cheesy hookup text, where the guy can't even be bothered to call you himself, but want YOU to pursue him. And in the middle of the night as well... if he had any serious intentions he wouldn't go about it this way.
I think all he wants is a booty call. If thats what you want too then sure, call him back. If he wants you to come over, or him to come over, that means 100% he is expecting sex and nothing else.
