 If they are touching you too much or so that you feel uncomfortable about it then it would be inappropriate. I have a dozen female employees in my office most of whom I've known for years and like and enjoy talking to but I usually manage to get through the working day without touching them at all. Having said that, if we have to be close together, for something like a photograph or similar then I'd go for the upper middle part of the back as being the least sexual, least threatening place to put a hand.

 Because the waist of the woman is a sexual feature. It defines your curves, depending if it goes inwards, making the hourglass figure most guys vie for.
So most people think that if a guy is touching a girl's waist, then in means there's some sexual attraction between the person. Also, most girls would protest if a guy starts touching their waist when grabbing them and not even say anything about touching their back.
So most guys opt to touch the girl's shoulder or back. Since you mentioned the area where they normally touch, I realized that's where my male friends tend to hold me when pictures. I really never gave it much thought, so I can't tell you much, but my guess is that the area must be a comfortable reach for guys to touch a woman.
So my final guess that it's just a coincide. I don't think they mean much harm or anything by touching that area, so don't give it much thought.
