You may be growing, just not in a very noticeable way. During puberty, girls generally put on more fat all over their bodies, not loads in one place, just little its everywhere. That could have caused your stretch marks. It's also to do with hormones, for some reason, they can make your skin less elastic, making it more likely for you to get stretch marks
There is no way to get rid of stretch marks because they're scars. They will become less visible over time though as the the skin very slowly heals itself. There are various cosmetic procedures that can make stretch marks even less visible, but they're not cheap...
Try to forget about your stretch marks, plenty of girls have them and they don't look awful. No one is going to spend that long looking that closely at your body anyway, and if they do, you'll probably be in an intimate relationship and it won't at all matter. My girlfriend has some, they don't look bad, it's just how she looks and I think she looks perfect. Other guys will feel the same.

You might just be "filling out" and not growing taller or anything. People have different skin types and some people have very elastic skin, others not. Do you have darkish skin? Sometimes, the darker the skin, the more the stretchmarks show up, because stretchmarks are usually very light, like scar tissue.Try using bio oil, or palmers coco butter products. Pure jojoba oil massaged on every night or put into your bath will also help. I say "help" because, you know, those damn things actually don't ever go away!
