Before, when I was an insecure person, i would feel really flattered. Now, it's just really embarassing and my parents think that I'm 'making them do it'. I don't dress conservatively, but i definitely don't dress revealing either. What do you guys do when they do the whole 'beeping the horn' thing? All I do at the moment is smile a wave like the awkward person I am.

I definitely don't smile and wave. I smirk and raise my head up high. Or check that my skirt hasn't blow up. But no, be classy about it, don't smile and wave. It's not like they gave you a real compliment! If they had the guts to step out of the car, walk up to you, and give you a proper compliment, then perhaps they'd deserve a smile. Honking from the car only deserves that you straighten your back up and walk along with confidence.
If there's a person walking with me I nudge them and say "see how hot you are", or "told you your ass looked great in those jeans". I don't want to be self centered either, could be the person next to me they honk at.

Because idiots like to honk the horn too!
It's not just to let someone know;" YOU look good!" it's also a "HEY HEY look at me ma, no hands..!!"
If you feel annoyed or irritated by it, best bet is to ignore it. Pretend you didn't hear it and that you don't even care. Don't reward "bad" behavior ;)
And remember this. YOU are NOT making anyone honk.

You shouldn't be smiling or waving back because not only will that encourage honkers, but whoever you're with will think you welcome this type of behavior. Also note that while you say you don't dress 'revealingly,' male and female opinion on what 'revealing' is differ greatly. For example, tights are ubiquitous nowadays, and while they don't reveal any skin, many men would consider them provocative and sexual because tights reveal very clearly (more clearly than a skirt would) the outline of your rear and your vaginal area. Many men I know consider tights to be trashy and too revealing and will express that any woman wearing tights is "asking for attention." Note that I'm not assuming you wear tights, I'm just pointing out an example of a clothing item that many women would consider 'safe' because it doesn't show skin, but many men still find provocative and sexually obvious. I know it's fun to dress how you like, but wearing clothing like this will inevitably invite unwanted male attention.

But do you know WHY they use the horn to say this???? Well girly that's simple, its becuase it creates a safe no mans land between you and them so there is no chance of you gouging their eyes out or kicking them in the balls... or even worse cutting their balls off!:-p

Don't smile or wave, that just encourages it. Your best bet is to ignore it.
