There's a few reasons. If you're not wet enough (or at all) it's not really going to go in, and if it does it's going to hurt like hell.
You might want to have him mess around "down there" a little more before trying to put it in you or try a lube like KY Jelly or Astroglide to make it slide in more easily.
Even if it doesn't go in too easily it's been my experience that once the guy gets started you'll get wet pretty quickly which really cuts down the pain.
