Why don't you whisper in his ear that you would like him to kiss you? And maybe tease him a bit and tell him if he's not going to do it, you're going to. :-)

You seem to have some trust issues with this boy, but then you are both young... I think you need to set the situation up so he knows you are going to kiss him ie arrange to both be alone somewhere where you would need to be close - maybe invite him to watch a DVD at yours. Sit close on the sofa, reach over and hold his hand, then look him I the eyes. He ought to kiss you then, or you could reach over and kiss him...
