Size always refers to erect. Don't worry a lot of guys ( myself included) are quite small flacid but we big up when it counts.
7 inches will do you very well, its above average. You should get some nice compliments on your size.

There are 3 or 4 respected studies and they all measure along the top while standing from the abdomen to the tip. Pressing the ruler into the fat layer is cheating and is called a bone pressed measurement. Anyway, the common average is 5.5 inches. The various studies have ranged from 5.1 to 5.9 average. Besides, the women who I have dated didn't seem to care at all and were more interested in what I did with it and with my tongue.
Don't worry, no woman who is worth it is going to laugh at you are be scared off.

reader, anonymous, writes (2 March 2008): A guy I know calls himself a 'grower' 3inches soft, over seven and a half long, probably. Maybe even eight. I'm not sure. I steer clear of him now. Anyhoo, it's perfectly normal. Acutally my man isn't that impressive soft, but he's a pleaser when he's hard. XD
Don't worry, you're normal. And if the girl is scared off because you're small when flacid...she probably is too ignorant and not worth your time.

 Nothing unusual about that. Of course, relative size is measured erect, but from what point? Essentially the base would seem appropriate, but from the scrotum, the side or from the penile base at the abdomen? Nobody knows. Don't worry about it. You sound plenty endowed as it counts, and it's all a matter of how you learn to use it.
