Well... generally if someone tells me that... I think that it means that they are in the initial stages of getting serious with someone... and are generally not available or not interested in me.

 It depends on the individual cases but it normally means that there is not commitment it is the stage before a relationship with commitment begins. but if you need to know for sure discuss what it means to you wuth the other person to clear things up. =] x
