Is he the shy type? If he doesn't initiate conversation, then maybe you'll need to put a bit more effort into it. Just ask him simple questions; how was your day, how was class, ask him about any activities he's been doing, about his friends, etc. Pretty soon you'll be talking plenty.
The key is to not let the conversation end. As he's talking, be listening, but at the same time thinking of a follow up question. Soon your conversations will become more natural as you become more comfortable with one another.
