This is not the first time I've said it, we've been together for 5 months btw. But anyway when I said it he laughed, when I asked what was funny he said nothing so I said uh okay you're not gonna say anything and he laughs again and says see you shouldn't say it just to see if I will. What the hell did he mean?!

Well, now you know why people shouldn't abuse the "I love you" line. Your boyfriend knows that 5 months isn't such a long time for someone to say it and actually mean it. They are big words, and the more often you use them, the more routine they become and lose their real meaning. Also, you shouldn't say it just to hear him saying it back so you can rest reassured of his love. He figured out that it's way too soon and he still wants to make sure he FEELS it when he says it. So my guess is that his laughter was some kind of twitting you. You know why these 3 words lose their meaning? Because of the people who rush into things, they say it just to hear it back, out of infatuation maybe. They NEED to hear it. Besides, I think that the old classic line "actions speak louder than words" it's the basis of love. Who cares about plain words ? Today you say it, tomorrow you forgot you said it.

I think he meant you should say " I love you " only when you feel like expressing your love, not because you are
expecting him to reply with a dutiful " I love you too " - I.e. ,not to gratify your ego.
Your bf may have got it wrong in your case - but he has a point in general. Plenty of women abund with token " I love you " - just because they want to be hommaged or reassured with " I love you too ".
