Never went out on a date with him or winked back. He's married. Now he says I sexually harassed him. Is he feeling guilty and scared? I'm confused. I thought he was flirting around. Sure I smiled. I like attention.

Winking can mean alot of things, from merely " Hi!", to " See you later !", or " this is your cue ". If you want to know what the men mean when they wink at you, ask them. At the very least, a wink means you have caught his " eye" or visual attention, and he likes what he sees. It is always a compliment to you, so take it graciously, smile, and when appropriate, wink back! That will drive him Nuts!

Winking is usually a sign that someone likes the look of you. Sometimes it's just a harmless flirtation but this second guy who is married and winks at you more slowly may be looking to play around and is overstepping the mark.
It is your choice how to react to this but I wouldn't be giving out signals that you like him unless you want him to come on stronger to you. From what I've seen, extra marital affairs always end in tears and usually leave people very hurt and bitter, and you most certainly will be. If you're single, there are plenty of single guys out there who I'm sure you'd have no problem getting together with.
