Look I get you must like this girl, but a relationship does involve two people actually spending time together. Long distance is hard and it usually comes once a couple has been together for a while. To start a relationship and not be able to see each other would not make much sense. Yes it is okay to tell her you like her. But my guess is that nothing will come from this but a pen pal.

Look, I don't want to rain on your parade, but , if you won't be able for a long time to ask her out in person, that also means that you won't be able to actually really GO out with her for a long time if she says yes, right ?
So I guess I would skip it. Yeah, bad timing sucks, no doubt.
Then again, if you just can't take her out, no matter how creative you are, you could ask her out with a singing telegram or a Times Square billboard and it still would say " Mary, would you come out with me to see a movie in six months ? ".. You are very young, and she is- I suppose- very young too, and at your age is not sensible, nor fair, nor realistic, asking her to commit her time and interest MUCH in advance....
