If you are already friends then just ask her.
When I turned 38 my boyfriend was 24.... we are a bit more than 13 years apart... I was the one who pursued him.

You will have to gradually build up trust with her and begin talking about general interests. Don't start telling her how you feel as this is a big turn off for a lot of people. As you are with her, see if she responds towards you and flirts. If she doesn't flirt or suggest things then let her go. You need to build a connection with her first. If you just ask her out, then you may well shock her and embarrass her. Build up slowly.
