Does anyone have any suggestions ?.

No way to know why he asked for your phone number but hasn't asked you out. Perhaps he's shy; or maybe he is already dating someone, or possibly is just very busy at present.
Why not ask what his birthday plans are? If he has already made arrangements to celebrate, then you could always invite him out for a coffee, drink or lunch later in the week.
You've nothing to lose!
