It is certainly a very intimate form of sex. In a way, more intimate than intercourse. Most who engage in it are in very committed relationships. That is where I think it should be if they choose to practice it. At your age, hon, if anyone asks you to do it, tell them, "No". And don't "date" them again. Just the opinion of an old uncle.
