 messing around could just mean kissen, love bites, cuddling ect or it could mean that he has proformed oral sex, either him doing stuff to the girl or the other way about or both, its just a cleaner way of saying it i suppose. It could mean he has done everything apart from penatration sex, or it could mean he has only done a little

 Messing around isn't very specific. It's vague. I have heard it used by young people when referring to necking and fondling, but I have also heard it used by older people referring to full blown affairs that are fully sexual. So, I think the best way to figure it out is to get to know him a bit better as a friend. If he is only a new acquaintance, it might be too soon to believe him fully.
I have heard of some guys, the real players, using the "I'm a virgin" line as a way to get a girl to think of seducing him... (That is, if you aren't the trusting type, and think he might be less than truthful with you...). Just a thought!

First of all the best thing you can do is talk to him and find out exactly what he means rather than get a load of different answers off here. I have my friends and my understandings of what it means but it could be completely different to what he means so best to just ask him and let him know you dont want to go into detail but just an idea of what he means.
But to answer your question for me messing around/ fooling around is anything but sexual intercourse. Again though best thing you can do is ask. Everyones different
