With some guys there might be a difference but in all probability there is none at all. The word that some guys find hard is not "I" but "love" so please do not over analyse this and read too much into it.
All people find many different ways to say that they love someone. How your guys says it when you are making love will be different from how he says it if he is at a BBQ with you or saying goodbye on the phone with you. In all of them he means the same thing but in each time it is said differently. I really does not mean anything.

Collaroy is right, most men dont think as deeply as some seem to think.
He probably just said the shorter version by not adding "i".
I doubt its anything. Just stop over thinking the smallest of things and know he does love you. These are the things that can drive men nuts

Hi,
first this is something that never enters a man's head and can drive a guy crazy with frustration if his girlfriend asks why he said this and why he said that.
Maybe you should ask yourself why you are focusing on these mere words - it looks like you are analysing everything he says to look for hidden meanings.

It means he is scared to say those three words. Just relax and let him get to saying I Love You on his own pace when he's comfortable enough to say it.
He might had been hurt in the past very badly and doesn't want to risk it again just yet.
If he's still not saying I Love You in six months, something's going on.
