It's when a guy sings, but he sings at a very high pitch... you know like the guy from the bee gees? With his really high pitched squeaky kind of voice? That's a falsetto. It's mainly guys who do it.

It is singing the improper way- not using your lungs. You don't have to breathe before singing through your nose

I'm sure there are better websites out there for finding the definition of a word than a relationship advice website(try an online dictionary - or Wikipedia), but, never the less - an answer:-
Falsetto is usually a form in singing. It is singing above the natural range of your voice, by using complete control of your vocal cords to make them vibrate, causing the sound to come out at a higher pitch.
As for the meaning in the song, I just assume it means that she is talking in a really high voice, as opposed to a singing style.
