Not having one, I can only guess that it means that one is circumsized and the other one isn't.

it most likely means circumsized or not circumsized.. which means they either got a little piece of skin removed from the penis (most likely when they were babies) or they didnt.. i hope that helps.. and if it doesnt just look up circumcision online.. ~kristina

It could be one of two things: One refers to circumcision, which is a procedure done on male babies a few days after their born that removes the extra foreskin from around their penises. The other could mean he's had a vasectomy, which renders a man sterile and unable to get you pregnant. You have to decide which one is being implied depending on the how this subject came up.
