 I take it you also like him. I reckon you should tell him how you feel and let him know that you're happy and prepared to go out with him. Sounds like he needs a kick up the backside so just be straight with him.

 I think he does like you but is shy. It doesnt hurt for girls to make the 1st move! Chances are he probs knows u like him. Guys have a way of knowing sometimes :L
