Totally flirting. He's doing the cutesy affection thing... maybe his intentions are platonic and he does these things with his female friends, but I'd be careful. Especially since both of you are in relationships!
I think you'll know if he's trying to take things to the next level, but this sounds like the beginning stages of flirting...

This is flirting. It may be just casual but it could lead to something more passionate so be aware! You're both in relationships so there is no point in taking it further. Cheating just leads to BIG problems so stay well away from the temptation. If you're not happy in your current relationship then end it before you start something new but make sure the guy is free too! I'm sure you'll do the right thing. Take care.
