I would say absolutely no, they would not want you to touch them.
I think that you can take friendly gestures like a look, and a smile a something more.
If someone does this to you, go there again at another time, chances are they are local and use that store on a regular basis.
If you get the same smile, and look more than twice, maybe just say hi next time.

You can react and still leave the ball in their court so you don't lose face if you have misread the signals.
Make eye contact, smile, say "hi". If they bump into you, say something like "Woops, sorry, busy in here today, isn't it?"
Under no circumstances should you be touching girls you don't know whose intentions you don't know. That is the way to get yourself into trouble.

No, they don't want you to touch them. They want to FEEL safe while flirting.
They want you to notice, maybe say hi and have a conversation. Not to be groped by a total stranger they find cute.
Flirting doesn't always mean they are interested. They might just be "trying out" their flirting skills on random cute boys at a store. Or they are egging each other on to do "flirty" stuff to get a reaction out of guys.
Saying hi is a way to start a conversation and then see where it goes.
