For some reason (and I don't remember why, I just remember that I, too used to have this problem) a lot of women are still really attached to the idea of exchanging gifts on Valentine's Day. In the years since I graduated, I really have begun to sympathize with men who feel broke, pressured and lost on this day every year. If it is truly about romance, then people really need to start from there and ease off on airing out their wallets.
In this situation, though, there is the added pressure of what is socially acceptable in a new relationship when it comes to gifts. Unless there was a discussion, keep it a bit more casual- a gift might give the wrong impression or scare him off. Make him dinner, or if you really must spend money- take him to his favorite restauraunt, on your dime. A little bit of role reversal can actually be really appreciated by a man. When my husband lost a job once, I bought him flowers. To this day he says it's the sweetest thing anyone has ever done for him because it was so unexpected, original (from a woman, a suppose) and made him feel like I really appreciated it whenever he'd done that for me. Guys love a good ego boost.
If those ideas don't appeal to you, give him freedom that night to do something he wants- as long as it's with you.
