How do you know that he doesn't like you for sure? If you are not confident enough to ask him outright you will have to try your flirting skills a bit more and see what you can pick up.
If he liked you before but wasn't sure how you felt maybe he is just a bit wary and is shy about asking you out. It is not easy for men particularly if they are shy about asking girls out they worry about rejection which will knock their self esteem.
Give him some bold signals that you do actually fancy him in that way and i bet it pays off.
