I know him vaguely in real life.

It could have just been a make out at a party for this dude.On the other hand, I think it's stupid to say that just because he kissed you at a party doesn't mean he doesn't want to meet again. Did you get his number afterwards or know him in real life? Wait and see if he gets into contact with you and if you're interested in him and he doesn't, maybe text him or something saying hi. If it doesn't work out, it wasn't meant to be and I'm sure you'll find someone else in the future. :)
