He likes you as a person and thinks it's ok to have sex with you as a friend with benefits but he is making it clear that he does NOT see you as a romantic long term partner.

Men will do & say anything to have sex (trust me, I learnt it the hard way too). That's why he said all those nice things
They will not commit to you if they can have sex with you without commitment.
My suggestion: stop having sex with him. Women tend to fall deeper everytime they have sex, so do yourself a favour & say no if he ever ask (persuade) you for sex. If it's too hard, move!
If he wants you and thinks that you mean a lot to him, he will offer you a relationship.
Save yourself from a heartbreak, because imagine how would you feel if one day he brought a girl home.

He knows that some women feel used unless they are in a relationship so by telling you he thinks the world of you means he still respects you as a person. You are a good woman and you deserved to be loved, just not by him. So even if he doesn't see a future for you two, he hopes that the sex continues and you don't hate him for not considering you.
