So she never seen you before? Then she probably doesn't really know who you are. You are going about this all wrong. In the future if you want a girls number just ask her yourself. If you get it through a friend your a stalker to her. If you ask her and she says no so be it. If she is so cute the last thing you want is for her to know that you think that. talk to her like a person and that will be your best shot at winning her over.

why don't you text her instead of calling her? texting is less personal and she might prefer texting since she has never seen you.

She was probably taken back since she doesn't know you. A good way to bridge that gap would be to introduce herself in person somehow, or see if your friend can get her to come out to a social gathering that you're at. I wouldn't advise calling her again, as there's a chance she might not pick up the next time. Also, you don't know what she's like, besides that she's cute. She might not be looking for a relationship since she's an exchange student, so keep that in mind.
