Personally, I think you can't fail with cologne. Buy him a scent that YOU love, that makes YOU want to jump on his bones. It is the gift that keeps giving, and hey - what guy doesn't love smelling good?
Pair it with something sweet, heartfelt and personal like a framed picture of you two together or a mix CD or a poem... a little something something that says you care.
If you're on a tight budget, buy some sexy smelling massage oil (Victoria's Secret has EDIBLE massage oil for just ten bucks. It is flippin' delicious), get naked and give him a special V-Day massage, followed by.... well, that's up to you.

If you're creative or musical, a poem or song?
Maybe name a star for him at the international star registry? (google it)
Where's his favourite place in the whole world? You could take him there?
