 Back in high school, I had a friend who dated a guy for a year and a half (they had been friends for 3 years total), and he had only held hands or would give a tiny peck after a date. He was very thoughtful and romantic, but anything sexual (i.e. making out, deep kissing, cuddling, or anything more) didn't seem to interest him. He would always tell her that he was more interested in who she was than "ruining" the relationship by making it about sex.
Twenty years later, she wasn't all that surprised that when she came across his Facebook/Myspace page, he had come out as being gay.
After a year, if he hasn't made any moves on you, then I wouldn't be surprised if he turned out to be gay.

If you were really that close, you would have spoken about this awkward situation.
If you want it to happen, then just do it yourself, obviously he is not going to. Other then that, get a friend to hint or make a joke about the fact that they have never seen it happen.
You have an obvious lack of communication and besides, you are so young!
Being in a relationship for a year at your age, not doing anything so much as a hug and still staying together? In the most respectful way. you should be having a flirt and a good time right now, not in a strange, what seems like a dead end relationship:/
