He moved back to his hometown and met someone almost immediately and though he vowed that we would be friends for life, it has not turned out that way and usually does not I guess. I have begun dating again and am starting to get over it. This is my question. Tomorrow is his birthday and I thought about sending him a text message saying happy birthday. Would it be a little forward to do this as he now has a steady girlfriend or would he just take it to a friendly birthday greeting from his ex.

Maybe a text from an ex could cause problems for him if the girlfriend finds out about it, depends on if he tells her or not.
Do you have his email addy? If you do why not send him a freebie e-card or something as you can put it as a jokey one so it does not sound anything more than that. You knew him for 7 years which is understandable that you remember his birthday.
Are you still keen on him though and are you trying to get back in touch in the hope that something could be rekindled, depends on how you feel as to why you really want to send a message to him. If it's friendship then make it clear to him as he may think it's more than that.
Good luck.
