Public parks, conservation areas, etc are always great for walks. It's not always necessary to have a destination or purpose - just being together, and keeping your eyes open to what's happening around you is fun.
When we married I was a grad student and we scraped by on a little substitute teaching work my wife got. But one of our wedding gifts was a picnic basket. On many occasions she would pack it and we'd meet on campus for lunch.
The bulletin boards on college campuses are often full of announcements for interesting events (concerts, lectures, seminars, etc) at low-cost or no-cost.
Many areas have amateur and community groups that do music and theater at very low cost or even free. Where I live, a professional theater group does broadway shows each summer. Their facility was purchased with a bequest from a benefactor almost 100 years ago - with the stipulation that 5% of the seats had to be available to the public at no charge. A local seminary sponsors a "Bach Society" that does classical music performances at no charge. (OK, they pass an offering plate but there's no pressure to contribute.) A coffeehouse about a mile from my house sponsors a folk/acoustic jam session once a month, and a jazz/blues session on another weekend. You have to buy a large coffee as your "cover" charge.

Later on im going to see him and since it's snowing I'll ask if he would like to make lunch with me and play a board game (battle ship).

Museums, art galleries, picnics as simply as a sandwich, piece of fruit and bottle of juice, in a park or place where you can sit and people watch, book shops, find a bunch of gamers and try D & D or something similar, walk trails, check out your local tourism or visitor centre, resolve to visit a local attraction every month.

Explore the great outdoors! Depending on where you live there are SO many things you can do outside. Explore your city, take a hike, people watch, etc.
Some of the best times I've had with people were spontaneous because we were exploring and things just ended up happening.

You guys could go to the beach for the day? Or the park. Or take a walk through the bush/forest. Even window shopping is pretty fun :P Or you could try and cook something fun at home like a cake or some awesome dessert. Maybe just take a walk through the city and eat some ice cream. Or play some board games or video games together.
As for some encouragement, maybe tell him that it'd make you super happy if he joins you in doing these things.
