Err, well, maybe that question might have something to do with this statement:

Perhaps he doesnt take it any farther because he (or you) is in a relationship?
Could it be that he is simply being respectful of his relationship (or your relationship)?

Yes!, I think he is interested in you and just afraid of being rejected. He is not calling or texting you maybe because he do not know what to say. Maybe he's a timid or shy type.
