I also wanted to ask, is he circumcised? Ask him. All men have a different colour on the foreskin and shaft than the penis head. But, with natural penises you don't notice this as much. However when a man has been circumcised the foreskin is cut away so that the skin from the shaft and the skin from the penis head meet abruptly, causing a clear line where the colour is different.
If you take a look at your own genitalia in a mirror you will see that you as well have different skin colours down there, usually darker lips and a brighter clitoris.

In an uncircumcised man it is a glossy smooth skin (mucosa), on the cut man it keratinises which means it becomes more like normal skin.The genital area itself can also be darker or lighter than the rest of the skin on the mans body.
