If you get good quality, industrial ear-plugs (available at most home-goods and/or DIY stores) you probably won't be able to hear anything.....
As for your "neighbors"... who CARES what they hear???

Put the TV on or play music louder than her moans. No one wants to hear and imagine their friends or family members having sex; that's gross. So don't subject them to your sounds and gross them out. You surely wouldn't want to hear your parents having sex would you. But if you don't live with other people I think its fine.

The fact that your girlfriend is moaning during intercourse signifies she is now really comfortable and that she is relaxed enough to be herself during sex,there is nothing tobe worried and with the noise that you guys might end up making relax,you guys ain't firing a gun and killing around people but making love , but okay with the condom thing i could think its better you guys do consider using it,well it pulls down the fell-good factor but the condom does to an extent brings in the safety quotient,
