The thing is I got offered a job at this place about this time last year. I said I would take it but at the time I didnt feel confident enough to and decided to stay at college.I rang and told the boss of this place and wrote her a thank you letter explaining my situation and helped this lady get someone else to work there.I am wondering would it be worth me asking about this job now, or do you think she would just tell me straight that I let her down last time? Hi, Yes, go for the job. It's well worth it. Be clear and honest and explain exactly that you needed to do college last year and now you are fully committed to the lady's job. This sounds good to me. Good luck. :)

What's the harm in trying ?
If the boss says no, you'll be in the same situation as you are now , but not worse. You've got nothing to loose.

Let me make something clear to you OP, life is too short to not do something just because you think you may fail. Always try because you never know. If she refuses or there are no jobs there then what's the harm in asking?
There really is only one way to find out, so just go ahead and give it a go.

Go for it. I don't think she would consider your previous behaviour as a 'let down' at all. You sound as though you handled the situation very honourably. I am sure that your application would be looked on favourably. Best of luck to you.
